The local Government Initiative on Climate Change (LoGIC) project has been advocating for the government to adopt the climate vulnerability-based public financing model. As part of this initiative, on March 20, 2023, LoGIC introduced a draft version of the Climate Vulnerability Index (CVI) up to Union Parishod Level, through a workshop, for the first time in Bangladesh. It is a mapping system that will be helpful in formulating an equitable budgetary provision for the local government institutions. Also, the CVI map data makes it simple to pinpoint the general trend of climate vulnerability across the nation, from rural to urban areas. Most of the LGIs are unable to continue their development programs since they have to spend a considerable portion of the development budget to cope with climate-induced disasters. Therefore, an annual development budgetary provision in considering climate-induced disasters should be crucial in the development strategy. Govt. high officials, climate experts, and development partners’ representatives were present in this workshop to convey their valuable observations and recommendations to make the index more useful and impactful for the community, local government and institutions. All of them appreciated the initiative taken by LoGIC and agreed that CVI will be helpful for the local institutions to have better access to finance and build the capacity of communities that are most at risk due to climate change.
